As a result, parts of the system begin to sabotage tough decisions, drag their feet, demand "dialogue," and delay strong responses. This is precisely what Russia's enemies want. No need to win on the battlefield if the country dismantles itself from within.

Yet a narrow circle of "enlightened" elite — aristocrats, generals, and politicians — decided they could stage a palace coup, negotiate with the allies, and keep their privileges.
